Public Housing Options Available Through HACC
HACC鈥檚 Low-Income Public Housing units are located in mid-rise buildings and townhomes in suburban Cook County.聽 Typically, residents pay 30% of the total household鈥檚 monthly adjusted income for rent.聽 All LIPH communities have a site-based wait list and a wait time.聽 Wait lists are opened periodically when the applicants on the current list are exhausted.
The Public Housing Program receives subsidies from the U.S. Department of Housing and Urban Development (HUD) to provide affordable housing to low income families, individuals, senior citizens and persons with disabilities.
All participants in the LIPH program are required to complete an annual reexamination during which rent is determined based on the family鈥檚 annual income.聽 Earned and unearned income for all household members will be adjusted based on deductions and allowances set forth by HUD.聽 For more information on how rent is determined for Public Housing residents, visit How Is My Rent Calculated in Public Housing.
Apply to the Waitlist
- You can only apply when a waitlist is open.
- Unless the waitlist announcement specifically states otherwise, you are applying to join a waitlist鈥攏ot for immediate housing.
- There is no guarantee that everyone who applies will be placed on the waitlist.
Check Waitlist Status

- It typically takes up to two months for a waitlist to be finalized, but it could take longer.
- Submitting an application does not guarantee placement on the waitlist.
- Applicants must call or email to check their status. This is the only way to find out if they made the waitlist.
If You Make the Waitlist
- You will receive a number/position on the waitlist.
- You must wait for your number/position to be called.
- There is no set timeline for how long this will take.
- We can only move someone in when a current resident moves out.
- If any of your information changes鈥攕uch as your phone number, address, or household size鈥攑lease contact LIPH_Waitlist@thehacc.org or call 312-542-4786.
Eligibility Packet
- When it is your turn to be interviewed, you will be contacted by mail with an eligibility packet to complete and return.
- The packet will include:
- All required paperwork
- A letter outlining the submission deadline
- This letter will be sent via the United States Postal Service (USPS).
Eligibility Interview Process
- The applicant packet will include deadlines for submitting the required documentation.
- If the applicant meets the deadline, the review process typically takes about two weeks.
- If all deadlines are met, the applicant will be scheduled for a unit viewing.
- After viewing the unit, the applicant will have two days to decide whether to accept it.
- If the applicant does not meet the deadline, they will be removed from the waitlist and must wait for the next waitlist opening to reapply.
- Once the applicant has been fully processed, they will be informed of their approval or denial.
- If approved, a lease signing date will be scheduled.
- Applicants have 30 days from the unit viewing to sign the lease.
- If denied, the applicant will be given the opportunity to appeal the decision.
